Santiago Pleads Guilty in Voter Fraud Case

SALEM, Mass. – August 21, 2025 – Lawrence City Councilor Fidelina Santiago, 41, of Lawrence, pled guilty to voter fraud-related charges yesterday in Essex County Superior Court in Salem, the Office of Essex County District Attorney Paul F. Tucker announces. In connection to actions taken in the November 2023 Lawrence municipal election, Santiago pled guilty to four counts of voting unlawfully, four counts of interfering with a voter, and four counts of obstructing voting. The Commonwealth opted not to proceed on an additional four counts of conspiracy to vote or attempt to vote illegally. Santiago entered her guilty pleas before the Hon. Kathleen McCarthy-Neyman.
Santiago is scheduled to return to court for sentencing on October 9th at 9:00 a.m. James Gubitose and Emily Mello are prosecuting the case on behalf of the Commonwealth. Santiago is represented by attorney Milton Cranney. The case was investigated by the Massachusetts State Police Detective Unit assigned to Tucker’s office, led by Trp. Daniel Hinchion and Trp. Giselle Munoz, following a referral by the Office of Secretary of State William F. Galvin.
